CPU auslastung immer 100%?

Hallo,
ich weiss nicht so recht weiter.
Habe 2 Probleme: 1. Pc geht nicht aus nachdem er runtergefahren hat. Ich muss dann immer manuell ausschalten.
2. Die CPU Auslastung läuft immer auf ca 100% und der Leerlauf auf 0. Ist das richtig so?
Habe dann (weil ich auch Viren drauf hatte) Windows XP neu installiert - war ein Rat von Leuten die mehr davon verstehen als ich.
Jetzt funktioniert es aber auch nicht besser als vorher und der Computer ist auch genauso langsam.
Irgend nen Tip????
