Regfilter.exe uses 98% of CPU and Norton Internet Security 2002 is not enabled
Situation:
You installed Norton Internet Security 2002. When the computer starts, NIS is not enabled. You also notice that Regfilter.exe is using 98% of the available CPU memory.
Solution:
Symantec is investigating this problem. The cause is unknown, and there is no solution at this time. This document will be updated when new information becomes available or a solution is found.
In the meantime, the following workaround might resolve the problem.
Remove NIS 2002
1. Click Start, point to Programs, and then click Norton Internet Security.
2. Click Uninstall Norton Internet Security. The Uninstall feature removes NIS 2002 from your computer.
3. Restart your computer when prompted.
4. Reinstall NIS 2002.
5. If you are able to run NIS 2002 without difficulty, then run LiveUpdate by clicking the LiveUpdate button.
6. Restart your computer when prompted.
If the steps above do not work, try these steps:
Remove NIS 2002 using the Rnis.exe tool
1. Insert the NIS 2002 CD into the computer's CD-ROM drive.
2. Using Windows Explorer, choose your CD-ROM drive and find Rnis.exe located in the \Support\NISTOOLS folder on the NIS 2002 CD.
3. Copy both files, Rnis.exe and Removenis.ini, to a location on your computer hard drive.

4. Locate Rnis.exe on your computer hard drive and execute the file by double-clicking on it. This procedure will remove NIS 2002 from your computer.
5. Restart your computer when prompted.
6. Reinstall NIS 2002.
7. If you are able to enter NIS 2002 without any issues, run LiveUpdate by clicking on the LiveUpdate button.
8. Restart your computer when prompted.
