SYMPTOMS
If Microsoft Internet Explorer maintenance policies are being applied, you may receive a Stop C000021A error message on a blue screen on a Windows XP-based client computer during the logon process. Or, the client computer may restart. This problem may not occur until you log on and log off several times.
You may also receive the following error message:

The Windows Logon Process system process terminated unexpectedly with a status of 0xaaaaaa (0xbbbbbb 0xcccccc)
The system has been shutdown.
CAUSE
A buffer-overrun condition in the Internet Explorer Policy module may corrupt the process heap. This causes an access violation in Winlogon.exe. This problem occurs only if group policies are defined for Internet Explorer maintenance settings.
RESOLUTION
To resolve this problem, obtain the latest service pack for Internet Explorer 6. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

SYMPTOMS
After you install Roxio GoBack (included with Norton System Works), and attempt to start your computer, you may receive an error message similar to the following:
C000021a (fatal system error).
The session manager initialization system process terminated unexpectedly with a status of 0xc000003a (0x00000000, 0x00000000)
Your computer starts normally in Safe mode, but a clean boot from MSConfig has no effect.
CAUSE
This error can occur when you have GoBack installed on your computer and it is present in the boot sector.
RESOLUTION
To resolve this issue, disable GoBack, and then uninstall GoBack. To do this, follow these steps.
NOTE: You cannot uninstall GoBack in Safe mode.
1. Restart your computer.
2. During the startup process, press SPACE to access GoBack's menu options.
3. When prompted, enter the option for Disable GoBack, and then allow the computer to complete the startup process.
4. Click Start, and then click Control Panel.
5. In Control Panel, double-click Add or Remove Programs.
6. In the list of installed programs, click GoBack, and then click Remove.
7. Follow the on-screen instructions to complete the uninstall process.

SYMPTOMS
After you install the FTP service or you add the Microsoft Internet Information Services (IIS) component in Windows XP, you may receive a C000021A error message on a blue screen before you log on.
CAUSE
This problem may occur if your computer name contains the word system, for example, Mysystem or System 32. In the setup process or IIS component, IIS Setup removes the IUSER account's permission on critical system files. Because of a string compare problem, it wrongly removes the system account's ACL on system files so you cannot start the computer.
RESOLUTION
A supported fix is now available from Microsoft, but it is only intended to correct the problem described in this article. Only apply it to systems that are experiencing this specific problem. This fix may receive additional testing to further ensure product quality. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next Windows XP service pack 2 that contains this fix.

The Iis.dll file fixes the problem proactively. However, if you receive a C000021A error message, and you cannot restart your computer, move the drive to another NTFS operating system, reassign the system - full control permission for files that are in the system32 folder, and then restart the original Windows XP operating system.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
WORKAROUND
To work around this problem, change the computer name.
